All panels were removed from a site that paid a lot of money for these particular panels in 2011 or so. They are rated for at least 20 years and any that you buy will be tested before I ship. I was able to get up to 13 vDC just from exposing the Panel to my shop lights. If I exposed it to direct sunlight, I’m sure I could have hit the 17.2 peak voltage.
